2021年是《中俄睦邻友好合作条约》(下文简称《条约》)到期之年,两国决定根据《条约》规定将其延期5年。这是中俄两国做出的重要战略决策,是中俄在百年未有之大变局形势下继续在涉及全球、地区和双边关系领域加强战略配合,维护世界和平,维护地区稳定和捍卫本国核心利益的重要宣示。《条约》是两国在和平共处五项原则基础上面向长远未来签署的指导双边关系发展的纲领性文件。《条约》规定,中俄相互尊重对方根据本国国情所选择的政治、经济、社会和文化发展道路,确保两国关系长期稳定发展。《条约》将中俄"世代友好、永不为敌",永做好邻居、好伙伴、好朋友的愿望和决心,用法律形式固定下来。《条约》阐述的国际关系和国家间关系准则符合新型国际关系的实质。20年来,《条约》引领中俄关系健康发展,为欧亚地区安全与稳定、为世界和平做出重要贡献。事实证明,只要中俄关系健康发展,两国人民就可以安居乐业,欧亚就多一分安宁,世界就多一分和平。

The"China-Russia Treaty of Good-Neighborliness and Friendly Cooperation"(hereinafter referred to as the"treaty")expires in 2021,and the two countries decide to extend the treaty for 5 years.This is an important strategic decision,and also an important announcement by China and Russia to continue to strengthen strategic cooperation in areas involving global,regional and bilateral isssues,maintain world peace,keep regional stability and defend the two countries'core interests facing the great changes unseen in a century.As a programmatic document for the two countries,it guides the development of their bilateral relations for the long-term future.The treaty stipulates that China and Russia respect each other's political,economic,social and cultural development path and ensure the long-term and stable development of bilateral relations.The treaty provides legal protection for China and Russia to"be friendly for generations and never be enemies"and to be good neighbors,good partners,and good friends.The norms of international relations and inter-state relations set forth in the treaty conform to the essence of the new type of international relations.Over the past 20 years,the treaty has promoted the healthy development of China-Russia relations and has made important contributions to the security and stability of Eurasia and to world peace.Facts have proved that as long as the China-Russia relations develop healthily,the people of two countries can live in peace,and Eurasia and the entire world will have more peace.
