新冠肺炎疫情背景下中俄民间外交新形式及新内涵探索

New Forms and New Connotations of People-people Exchange between China and Russia against the Backdrop of the Covid-19 Epidemic

近年来,中俄民间外交不断被赋予新的时代内涵并获得持续发展,成为新时代中俄全面战略协作伙伴关系架构的重要组成部分。2020年,新冠肺炎疫情与百年大变局相互交织,世界政治经济形势发生剧烈变化。在此背景下,中俄两国人民互相支援、共克时艰,双方的交往依然保持着友好、协调、合作的基调和底色。因为疫情,传统交流项目中的访问、旅游、演艺、会展等需要在线下完成的活动受到限制,而"云端"民间外交的作用得以凸显。新形式的民间外交促进了中俄民众的精神交流,孕育出两国人文合作的新机,让我们感受到基于两国民众普遍心理的战略直觉与合作动力。但新媒体的传播特性使中俄友好协作这一主线之外长期存在的误解、偏见和一些历史遗留问题极易被放大、渲染甚至操纵,造成网络民意的迅速聚集和舆论对立,对官方外交的主流议程设置构成阻力。我们应升级和更新中俄民间交流的平台和方式,对中俄关系进行深耕厚植,促进中俄文明互鉴和民心相通,以应对两国关系发展中的风险和挑战。

In recent years,people-people exchange between China and Russia has been endowed with new connotations,achieved sustained development,and become an important part of China-Russia Comprehensive Strategic Partnership of Coordination for the New Era.In 2020,the Covid-19 epidemic was intertwined with the great changes unseen in a century,and the world political and economic situation underwent dramatic changes.In this context,people of the two countries supported each other to overcome the difficulties,and the exchanges between the two sides maintained the tone of friendship,coordination,and cooperation.Due to the epidemic,traditional exchange programs such as visits,tourism,performing arts,exhibitions and other activities that need to be completed offline were restricted,but the cloud civil diplomacy enjoyed huge development.The new form of people-people exchange has promoted the spiritual exchanges between the Chinese and Russian people,gave birth to new opportunities for cooperation.However,the new media has made the long-standing misunderstandings,prejudices,and some historical issues easily exaggerated,and even manipulated,causing rapid gathering of online opinion and opposition of public opinion,which has constituted resistance to the official diplomatic agenda.We should upgrade the platforms and methods of China-Russia people-people exchange,deeply cultivate China-Russia relations,and promote mutual learning between the two countries in order to cope with the risks and challenges in the development of bilateral relations.
