科技成果申报工作的实践与思考

Reflection on the Application Work of Science and Technology Awards

简述新时代背景下《国家科学技术奖励条例》的修订及实施情况,以及2021年新颁布的《中国船舶集团有限公司科学技术奖励管理细则》的关键内容。总结上海船舶研究设计院的科技成果申报工作在过去两个"五年计划"期间所取得的成绩,指出科技奖励及成果申报工作中需要改进之处。针对新时代的新要求以及进一步提升工作效能的目标,提出在科技成果管理的整体规划和前期策划、科技成果申报工作的指导、科技成果申报的计划管理和过程管理等方面加强管理的具体措施。

The revision and implementation of Regulation on National Science and Technology Awards and the release of Regulation on Science and Technology Awards of China State Shipbuilding Corporation in 2021 were briefly reviewed.The achieved science and technology awards of SDARI in the past two Five-Year Plans were summarized and the shortcomings in the application work were pointed out.In view of the requirements in new era and the goals of efficiency improvements,some specific measures were provided to strengthen the management of science and technology achievements in terms of the preliminary and overall planning,the guidance of science and technology awards declaration and the process management of the declaration.It is concluded that it is of great significance to give full play to the incentive and guiding role of science and technology awards.
