基于分摊系数法的河南省城镇供水效益分析

Benefit analysis of Urban water supply in Henan Province based on allocation coefficient method

为科学分析计算城镇供水效益,本文以2001—2018年城镇供水发展相关统计数据为基础,采用分摊系数法构建城镇供水效益计算模型,采用固定资产比法确定供水效益分摊系数。计算结果显示:河南省城镇供水效益由10.41亿元增长至433.02亿元,总体呈上升趋势。近年来,河南省城镇供水工程建设已取得一定进展,水资源合理配置和高效利用的供水体系的建立,为提升城镇供水设施改造、建设和运行管理水平,优化供水行业投入结构等决策提供了技术参考。

In order to scientifically analyze and calculate the benefits of urban water supply,based on the statistical data related to the development of urban water supply from 2001 to 2018,this paper uses the allocation coefficient method to construct the calculation model of urban water supply benefits and the fixed assets ratio method to determine the allocation coefficient of water supply benefits.The calculation results show that the benefit of urban water supply in Henan Province has increased from 1.041 billion Yuan to 43.302 billion Yuan,showing an overall upward trend.In recent years,some progress has been made in the construction of urban water supply projects in Henan Province.The establishment of a water supply system with rational allocation and efficient utilization of water resources provides technical reference for improving the level of transformation,construction and operation management of urban water supply facilities and optimizing the input structure of water supply industry.
