摘要 狭义区块链是一种按照时间顺序将数据区块以顺序相连的方式组合成的一种链式数据结构,并以密码学方式保证的不可篡改和不可伪造的分布式账本。河长制管理平台包括形成、管理和评价机制体系。本文基于狭义区块链技术,探讨了河长制绩效管理平台运用区块链技术的必要性与可行性,并对狭义区块链的机制嵌套设计和“区块链+河长制绩效管理机制”模式进行了具体的设计。区块链技术的应用简化了河长制绩效评价体系,为政府在实践中推广应用提供了便利条件,为健全国家水生态治理提供专业支持,是国家治理体系的有机组成部分。研究将弥补河长制绩效管理研究的空白,是河长制绩效评价指标设计与区块链相融合的集成创新研究成果。 Blockchain in the narrow sense is a kind of chain data structure which combines data blocks in a sequential way according to the time sequence,and it can not be tampered and forged by cryptology.The river chief management platform is a system including formation,management and evaluation mechanism.Based on the narrow blockchain technology,this paper discusses the necessity and feasibility of applying blockchain technology to the performance management platform of the river system,and designs the mechanism nesting design of the narrow blockchain and the mode of"blockchain+river system performance management mechanism".The application of blockchain technology simplifies the performance evaluation system of river chief system,provides convenient conditions for the government to popularize and apply it in practice,provides professional support for improving the national water ecological governance,and is an organic part of the national governance system.The research will make up for the blank of the research on the performance management of the river system,and it is the integrated innovation research result of the integration of the design of the performance evaluation index of the river system and the blockchain.
