金融扶贫的青海实践与调查思考

Practice and Investigation of Financial Poverty Alleviation in Qinghai Province

党的十八大以来,我国脱贫攻坚战取得全面胜利,青海省作为西部欠发达的民族地区和国家脱贫攻坚的重要战场,地跨六盘山和四省藏区(“三区三州”)两个集中连片特困地区,对完成全国脱贫攻坚目标意义重大。本文通过数据整理和抽样调查,对青海省金融扶贫改革实践成效进行分析,建议下一步要推动脱贫攻坚与乡村振兴战略的有效衔接,不断强化农村金融创新,持续提高农牧民金融素养,延续货币、财政政策,完善风险分担机制。

Since the 18th National Congress,China has won an all-round victory in the fight against poverty.Qinghai Province is an important battlefield for the underdeveloped ethnic areas in the west and the country to get rid of poverty,spanning two poverty-stricken areas,Liupan Mountain and Tibetan areas of four provinces("three districts and three pre‐fectures").In this paper,the results of data collation and sampling survey show that financial poverty alleviation is one of the important ways to get rid of poverty.Qinghai Province has established a systematic financial support program for pov‐erty alleviation,basically established and improved the organizational system of financial services,significantly increased the coverage of poverty alleviation microcredit,the rapid development of digital inclusive finance,and the promotion of fi‐nancial poverty alleviation policies.To achieve win-win results among farmers,enterprises and financial institutions,the re‐sults of financial poverty alleviation show that the income of farmers in poverty-stricken areas has increased significantly.In April 2020,the whole province of Qinghai achieved the goal of"eliminating absolute poverty"in an all-round way.After winning the battle against poverty,Qinghai Province will continue to effectively link up with the rural revital‐ization strategy,strengthen rural financial innovation,continuously improve the financial literacy of farmers and herdsmen,and effectively continue monetary and fiscal policies.We will make greater efforts to improve the risk-sharing mecha‐nism,so as to provide Qinghai wisdom for consolidating the success of poverty alleviation and better realizing the strate‐gy of rural revitalization.
