我国生态服务型经济发展的实践进展及突破策略

The Practical Progress and Breakthrough Strategies of the Development of Ecological Service-oriented Economy in China

生态服务型经济是平衡生态保护与经济发展的新型经济模式,是新时期建设生态文明的重要抓手。本文首先简要论述了生态服务型经济的缘起及特点;其次梳理了当前我国生态服务型经济的实践情况,考察了国内外实践经验,以此为基础,指出现阶段中国发展生态服务型经济面临的主要困境,即政策设计有待完善、生态修复体系尚未健全、生态资源转化效率偏低、内外监督体系不到位;最后提出我国未来发展生态服务型经济,需以政策服务体系为支撑、以生态修复为先导、以资源转化为核心、以多层次监管为保障,推动地区经济与生态和谐发展。

Ecological service-oriented economy is a new economic model that balances ecological protection and economic development,and is an important starting point for the construction of ecological civilization in the new era.This article first briefly discusses the origin and characteristics of the ecological service-oriented econo⁃my.Secondly,this article combs the current practice of China's ecological service-oriented economy,and com⁃pares domestic and foreign practical experience.Based on this,it refers to the main difficulties faced by China in developing an ecological service-oriented economy at the emergence stage,that is,policy design needs to be im⁃proved,ecological restoration system is not yet complete,ecological resource conversion efficiency is low,and in⁃ternal and external supervision systems are not in place.Finally,this article proposes that China's future develop⁃ment of an ecological service-oriented economy needs to be supported by the policy service system,guided by eco⁃logical restoration,centered on resource transformation,and guaranteed by multi-level supervision to promote the harmonious development of regional economy and ecology.
