Related Issues and Policy Recommendations for the Development of China's Digital Economy

中国数字经济发展具有总体规模大、发展速度快的特点,但也存在发展不平衡等问题。发挥数字经济优势,实现数字经济平衡发展,是推进经济增长的关键。本文首先阐述了数字经济的概念和特点,以及中国经济发展过程中数字经济做出的贡献。其次,说明了中国数字经济发展过程中的相关问题和难点:数字经济发展不平衡以及数字经济催生寡头垄断。最后,基于美国数字经济发展的可取经验,提出了中国数字经济平衡发展建议:加快数字素质提升和数字型人才队伍建设;加强反垄断,推动中小企业数字化转型;推动数字技术普及,带动落后地区经济发展;推进全产业数字化转型;重视老年群体需求,消除代际数字鸿沟。

The development of China's digital economy has the characteristics of large overall scale and rapid development,but there are also problems such as uneven development.Giving play to the advantages of the digital economy and achieving balanced development of the digital economy is the key to promoting economic growth.This article first explains the concept and characteristics of the digital economy,as well as the contribution made by the digital economy in the development of China's economy.Secondly,it explains the related problems and diffi⁃culties in the development of China's digital economy:the unbalanced development of the digital economy and the emergence of oligopoly in the digital economy.Finally,based on the United States'experience in the development of the digital economy,this article proposes recommendations for the balanced development of China's digital economy,which includes speeding up the improvement of digital quality and the construction of a digital talent team,strengthening anti-monopoly and promoting the digital transformation of small and medium-sized enterpris⁃es,promoting the popularization of digital technology and driving the economy of backward regions'development,promoting the digital transformation of the entire industry,attaching importance to the needs of the elderly and eliminating the inter-generational digital divide.
