浅析海外核电项目开发风险及应对措施

摘要 核电“走出去”已成为我国的国家战略。中国中原对外工程有限公司作为中核集团核电“走出去”专业化平台,承载着引领中国核电走向世界的重任。但面对复杂的国际环境和激励的竞争,核电企业在开拓国际市场过程中面临诸多风险和挑战。本文分析总结了海外核电项目开发过程中需关注的主要风险点,并提出具有针对性的应对措施,希望为核电“走出去”企业提供借鉴。本文总体分析认为,核电“走出去”企业应在开发阶段及早识别相关风险,建立完善的风险防控体系,并合理运用多元化、商业化手段转移风险,为核电项目落地提供有力保障。 The nuclear power plant exportation has become one of China’s national strategies.CZEC,as CNNC’s specialized platform of"going out",carries the important task of leading China's nuclear power to the world.However,in the face of a complex international environment and intense competition,Chinese nuclear power companies face various risks and challenges when exploring the international market.The present study summarizes the risks that need to be paid attention to during the marketing phase,and proposes the relevant response measures,which provides references for other Chinese companies.The Study concludes that the enterprises should provide potent guarantee for the implementation of nuclear power projects,by identifying in the early stage the relevant risks,establishing a prevention and control system,and mitigating the risks in proper commercial manners.
