基于府际合作的长三角港口群整体性治理研究

The Holistic Governance of Port Cluster in the Yangtze River Delta Region based on Intergovernmental Cooperation

随着长三角一体化上升为国家战略,破解长三角港口群治理“碎片化”难题,实现港口群整体性治理成为推进长三角交通基础设施互联互通的重要内容之一。现阶段,在府际关系视域下长三角港口群的治理“碎片化”问题突出表现为治理格局的“分割化”、治理主体的“两元化”、治理机制的“权宜化”和治理信息的“孤岛化”。解决上述问题关键在于根据整体性治理的内在要求,加强府际合作,形成伙伴型府际关系。具体来看,要注重区域行政协调,发挥现有区域合作行政机构的积极作用;推进多元主体协同,形成政府、市场和社会共治的治理格局;加强法规制度建设,制定长三角区域层面的港口群治理条例;依托现代信息技术,打造综合性的长三角港航公共信息平台。实现长三角港口群整体性治理离不开顶层设计,发展目标也需分阶段逐步实现。

With the integration of the Yangtze River Delta Region being promoted to a national strategy recently,solving the problem of“fragmentation”and realizing holistic governance in the management of port cluster have become one of important aspects of promoting the transportation infrastructure interconnection in the Yangtze River Delta Region.At present,the governance problem of“fragmentation”of port cluster in the Yangtze River Delta Region is characterized by segmented governance structure,dualistic governing bodies,expedient governance mechanism and information silo.The key to solving the above problems is to strengthen inter-government cooperation and form inter-government partnership relations in accordance with the inherent requirements of holistic governance.Specifically,it is necessary to emphasize regional administrative cooperation and let existing cooperative organizations play positive roles,to promote the coordination of multiple governing bodies and form the joint governance of governments,market and society,to promote the construction of rule of law and establish the regulation on the port cluster governance in the Yangtze River Delta,and to make use of modern information technology and build a comprehensive public shipping and port information platform for the Yangtze River Delta's port cluster.Besides,the holistic governance of port cluster needs top-level design and phased implementation.
