问题导向视角下生态保护红线评估调整浅析——以福建省为例

Analysis on Evaluotion and Adjustment of Ecological Redline Based on Perspective of Problem-Oriented--Taking Fujian Province as an Example

“生态保护红线”是继“18亿亩耕地红线”后,另一条被提到国家层面的“生命线”,是我国环境保护的重要制度创新,是落实习近平生态文明思想的重要举措。文章以福建省生态保护红线调整完善为例,以问题为导向,厘清福建省生态保护红线划定原方案中存在的问题,深刻剖析产生问题的根源,总结了福建省生态保护红线调整完善的具体措施,基本解决原生态保护红线划定不尽、划定不实等问题,把具有特殊重要生态功能、必须强制性严格保护的区域纳入生态保护红线,使真正需要保护的生态空间和生态资源得到有效保护。

The ecological protection redline is another lifeline mentioned at the national level after the red line of 1.8 billion mu of arable land.It is an important institutional innovation of environmental protection in China and an important measure to implement Xi Jinping's ecological civilization thought.This paper takes the adjustment and perfection of the ecological redline in Fujian Province as an example and uses the problem-oriented to clarify the problems existing in the original plan of ecological redline delineation in Fujian Province.And then profound analysis of the root causes of the problems,summed up the ecological redline adjustment in Fujian Province to improve the solution path.This paper basically solves the problem of incomplete and inaccurate demarcation of the original ecological redline,and includes areas with special and important ecological functions that must be strictly protected,so that the ecological spaces and ecological resources that truly need protection will be effectively protected.
