2020年7月,《住房和城乡建设部办公厅关于印发工程造价改革工作方案的通知》要求,按照工作方案制订改革措施,积极推进改革试点工作。如何认识工程造价改革对建设企业的成本影响,如何找到落实工程造价改革工作方案的落脚点和着力点,决定着工程造价改革工作的能否踏实落地和成功转型。工作改革方案中提出强化建设单位造价管控责任,是重要的落脚点之一。而工程造价实践的客体——建设项目,则是工程造价改革的着力点。在项目估算和成本控制方面,西方发达国家一些石化工程公司和大型石油石化跨国公司已经走在前面。我们要对标国际先进的成本管理水平,需要了解和借鉴其在成本管理方面的先进管理理念和制度建设,取长补短,全方位提高项目成本控制水平。文章结合国内外工程项目成本控制工作实际,探讨业主在项目前期提出的项目成本管理策略,旨在系统性提升业主和工程公司的项目成本管理意识,对标企业的投资控制工作,有效地推进企业和项目的工程造价改革。
