摘要
随着经济社会的快速发展,项目业主单位对工程建设项目的管理模式需求由单一服务转向一体化、全过程、综合性咨询服务,为顺应市场发展,全过程工程咨询服务模式应运而生。文章通过分析衢州全过程工程咨询试点现状,结合实践案例,从全过程工程咨询企业的服务内容和工作措施,探索与思考全过程工程咨询在投资控制、工期进度、质量安全、合同管理、廉政风险等方面的服务成效,以及全过程工程咨询法律定位、收费标准、制度建设、服务能力等方面存在的问题。文章从主管部委、省市管理部门、全过程咨询企业三个层面提出改进建议,可为同行研究全过程工程咨询服务模式提供参考。
With the rapid development of economy and society,the project owners"demand for the management mode of engineering construction projects has shifted from a single service to an integrated,whole-process and comprehensive consulting service.In order to comply with the market development,the whole-process engineering consulting service mode has emerged.In recent years,the whole-process engineering consulting service mode has developed vigorously.Firstly,this paper analyses the current situation of the whole process engineering consulting pilot in Quzhou,Zhejiang.Then,combined with the first process engineering consulting practice cases in Quzhou and from the aspect of the enterprise service content and working measures,the author explores and thinks about the service efficiency on the investment control,the project schedule,the quality and safety,the contract management and the clean governance of the whole process engineering consulting.At the same time,the author also points out some problems of the whole process engineering consulting in the aspects of legal positioning,charging standards,system construction,service capacity and so on.Finally,suggestions for improvement are put forward at the three levels of competent ministries,provincial and municipal administrative departments and whole-process consulting enterprises,so as to provide reference for the peers to study the whole-process engineering consulting service mode.
