社会主义核心价值观引领国家荣誉制度建设有着深刻的理论逻辑、现实逻辑与历史逻辑。然而,社会主义核心价值观引领国家荣誉制度建设也面临诸多问题。在引领国家荣誉制度立法方面,立法能力存在不足、法律系统的封闭性以及法律实证主义影响构成主要障碍;在引领国家荣誉内容体系、管理体系与评选体系建设方面,不同层次的国家荣誉尚未充分体现核心价值观的基本价值;国家荣誉评选体系、管理体系的构建与实施仍受传统“人治”思维的影响。此外,大众对社会主义核心价值观引领国家荣誉制度建设缺乏相应意识,也是引领面临的重要难题。实现社会主义核心价值观对国家荣誉制度建设的有效引领,要充分体现根本价值导向,强化国家荣誉制度立法的人民取向;要深度融入基本价值理念,促进国家荣誉制度科学体系的有效形成;要坚定遵循核心建构原则,推动国家荣誉表达模式的系统创新;要积极营造良好的引领氛围,增进核心价值观引领国家荣誉制度建设的大众认同。

There are profound theoretical logic,realistic logic and historical logic in the construction of national honor system led by socialist core values.However,there are also many problems.In the aspect of leading the legislation of national honor system,the main obstacles are the deficiency of legislation ability,the closeness of legal system and the influence of legal positivism.In the aspect of leading the construction of national honor content system,management system and evaluation system,different levels of national honor have not fully reflected the basic value of core values;and the construction and implementation of national honor evaluation system and management system are still affected by the traditional thinking of"rule of man".In addition,the public's lack of corresponding awareness of the construction of the national honor system led by the socialist core values is also an important problem.In order to effectively guide the construction of the national honor system,firstly,the core values need to fully reflect the fundamental value orientation and strengthen the people's orientation of the legislation of the national honor system;secondly,it needs to deeply integrate the basic values and promote the effective formation of the scientific system of the national honor system;thirdly,it needs to firmly follow the core construction principles and promote the national honor expression mode system innovation;finally,we need to actively create a good leading atmosphere and enhance the public recognition that core values lead the construction of national honor system.
