落实党的群众路线——以城市基层党建为视角

党的执政安全系于党的群众路线,特别系于党的科层体系与500万基层组织和近亿名党员之间“以小为大,以下为上”的关系。党的群众路线,核心是“一切依靠群众”,对比西方政治体制可见,群众路线更是党“根本的”政治路线、组织路线、工作路线。群众路线与中国传统政治理论支柱也存在深厚渊源。当前落实群众路线的主要领域是城市居民区治理,那种把基层治理推给市场机制、司法机关和财政增支的倾向是有缺陷的。“以党建引领基层治理”主要指的是在城市居民小区里建设党的基层组织,组织居民自己办好层出不穷的公共生活“小事”。

The ruling security of the party depends on the Mass Line of the party,and in particular on the relationship between the party's hierarchy and its five million grassroots organizations and its nearly 100 million members.The core of the party's Mass Line is"all depends on the masses."Compared with the Western political system,the Mass Line is the party's"fundamental"political line,organizational line,and working line.The Mass Line also has deep roots in the pillars of traditional Chinese political theory.The current major area of implementation of the Mass Line is the governance of urban residential areas,and the tendency to relegate grassroots governance to market mechanisms,judiciary,and fiscal spending is flawed."Leading grassroots governance by party building"mainly refers to the construction of grassroots party organizations in urban residential areas and organizing residents to run their own endless public-life"little things."
