新时代的政府职能转变,要适应发展阶段的新变化、人民美好生活需求的新变化、城市文明占主导地位的新变化、社会主义民主法治不断发展的新变化、高水平对外开放的新变化。“十四五”时期政府职能转变的主要目标,就是建设职能科学、结构优化、廉洁高效、人民满意的服务型政府,实现政府职能向创造良好发展环境、提供优质公共服务、维护社会公平正义的根本转变。在新发展格局下推进政府职能转变,就要构建适应新发展格局的政府职能新格局,使市场发挥决定性作用、更好发挥政府作用,以人民美好生活需求为导向完善公共服务体系,提升人民群众获得感、幸福感、安全感。

The transformation of government functions in the new era must adapt to new changes in the development stage,new changes in the people's needs for a better life,new changes in the dominance of urban civilization,new changes in the continuous development of socialist democracy and the rule of law,and new changes in the high-level opening up.The main goal of the transformation of government functions in the period of the 14th Five-Year Plan is to build a service-oriented government with scientific functions,optimized structure,honesty and high efficiency,and people's satisfaction,so as to create a good development environment,provide quality public services,and maintain social fairness and justice.To promote the transformation of government functions under the new development landscape,we need to build a new pattern of government functions that are suited to the new development landscape,enable the market to play a decisive role and the government to better play its role,improve the public service system based on the people's needs for a better life,and make the people feel more fulfilled,happy,and secure.
