新发展阶段推动民生保障事业的高质量发展,对加快构建新发展格局、深入贯彻新发展理念、更好地满足人民美好生活需要等,都具有重大的意义。以社会政策制度机制建设为抓手是推动民生保障事业高质量发展的关键路径,能起到“纲举目张”之成效。新发展阶段社会政策制度机制的改革创新应以不断满足时代变迁而带来的人民需要的新变化作为依据和目标;推进社会政策体系内部的改革,协调处理好体系内部的各种复杂关系;加大力度解决制度存在的各种突出的公平性不足的问题;通过切实的体制、机制等创新,统筹处理好民生保障与相关系统的关系;以及强化社会政策制度的实施机制建设,提升民生保障政策制度的实际效能。基于民生保障与经济发展的辩证统一性,在我国仍处在社会主义初级阶段的新发展阶段,应当加快通过实现社会政策的范式转换,促进民生建设与经济发展的良性循环,为民生保障的高质量、可持续发展提供坚实的经济基础。

In the new development stage,it is of great significance to promote the high-quality development of people's livelihood to accelerate the construction of a new development pattern,carry out the new development concept,and better meet the needs of people for a better life.Taking the construction of institutions and mechanisms of social policies as the starting point is the key path to promote the high-quality development of people's livelihood.The reform and innovation of the system and mechanism of social policy in the new development stage should be based on and aim at constantly meeting the new changes of people's needs brought about by the changes of the time,promote the reform within the social policy system,coordinate and handle various complex relations within the system,increase efforts to solve problems of the lack of fairness of the system,comprehensively deal with the relationship between people's livelihood and relevant systems through practical innovation in systems and mechanisms,strengthen construction of the implementation mechanism of social policy system,and improve the actual efficiency of the people's livelihood policy system.Based on the dialectical unity of people's livelihood and economic development,China is still in the new development stage of the primary stage of socialism,so it is necessary to accelerate the transformation of social policy paradigm to promote the virtuous circle of people's livelihood construction and economic development,and to provide a solid economic foundation for the high-quality and sustainable development of people's livelihood.
