摘要
目的从医院管理人员视角构建公立医院绩效考核政策认同评价指标体系,为评估绩效考核政策、促进政策有效执行提供参考借鉴。方法通过文献综述与个人深度访谈构建初始指标体系,采用德尔菲法对22名专家进行两轮函询,得到最终的评价指标体系。结果两轮函询专家的积极系数是86.36%和90%,权威系数是0.83,第二轮函询协调系数W检验有统计学意义(P<0.01),各指标的得分为3.48~4.75分,变异系数为0.10~0.26。最终构建的公立医院绩效考核政策认同评价指标体系包含3个一级指标,6个二级指标、32个三级指标。结论基于态度ABC模型的公立医院绩效考核政策认同指标体系具有一定可靠性与科学性,可为后续开展公立医院绩效考核政策认同评价提供依据。
Objective To construct policy identity evaluation indicators of the public hospital performance appraisal from the perspective of hospital management personnel,in order to provide references for evaluating performance appraisal policy and promote the effective implementation of policy.Methods The initial indicators system was constructed through literature review and personal in-depth interview method,and the final indicators system was obtained by using Delphi method to conduct two rounds of correspondence with 22 experts.Results The questionnaire response rate was 86.36%in the first round and 90%in the second round,and the authoritative coefficient of expert was 0.83.The overall Kendall’s W was statistically significant in the second round(P<0.01),the score of each indicator ranges from 3.48 to 4.75,and the coefficient of variation ranges from 0.10 to 0.26.The final policy identity indicator system of public hospital performance appraisal contains 3 first-level indicators,6 second-level indicators,and 32 third-level indicators.Conclusion The policy identity indicators system of public hospital performance appraisal based on attitude ABC model was certainly reliable and scientific,which could provide the basis for further policy identity evaluation of public hospital performance appraisal.
