摘要
公立医院薪酬制度改革是医改的热点与重点。通过分析梳理公立医院薪酬结构存在的问题,发现公立医院薪酬结构不合理,尤其各项工资的结构性作用没有得到有效发挥。基于此,提出优化薪酬结构的策略建议,即优化薪酬结构,提高保障薪酬占比,优先保障公益性任务,落实财政人员经费投入,提高人员支出占比,弱化薪酬总额管控。
The reform of the compensation system in public hospitals is the hotspot and focus.It analyzes the current situation of the public hospitals’compensation structure,sorts out the existing problems,and finds that the compensation structure of public hospitals is unreasonable,especially that the structural role of various wages has not been effectively played.Based on this,it puts forward the strategic suggestions of optimizing the compensation structure,including optimizing the compensation structure,improving the proportion of compensation,taking priority of welfare task,implementing investment of financial staff expenditure,improving the proportion of staff expenditure,and weakening the management and controlling of total remuneration.
