面向2020年东京残奥会:日本残障人体育治理

For the 2020 Tokyo Paralympic Games:Disabled Sports Governance of Japan

在查阅日本准备2020年东京残奥会参赛工作相关资料的基础上,系统分析日本面向东京残奥会的治理政策与措施。首先探析日本残障人口结构剧烈变化对近几届残奥会成绩的影响和东京残奥会面临的参赛挑战。其次,梳理日本的政策愿景《日本残障人体育的未来愿景:有活力的融合社会》"、铃木计划"和"第二期体育基本计划"等政策内容。从经费投入、强化训练设施、运动员选材和培养方面,分析日本针对东京残奥会进入奖牌榜前7位的目标所采取的备战措施。

On the basis of reviewing the relevant information about Japan’s actions to the Tokyo Paralympic Games,this study attempts to systematically analyze Japan’s preparation policies and practices for the Tokyo Paralympic Games.This research first explores the demographic reasons for Japan’s decline in performance in recent Paralympics.Then,it sorts out the policy content of Japan’s policy vision"Future Vision of Sports for the Disabled in Japan:A Vigorous and Inclusive Society","Suzuki Plan"and"Phase 2 of the Basic Sports Plan".The study analyzes Japan’s preparations for achieving the goal of entering the top 7 on the medals list of Tokyo Paralympic Games from the aspects of financial investment in Japan’s Paralympics,enhanced training facilities,talents identification and training.
