甘肃省连片贫困区三产融合发展评价研究--以定西市和陇南市为例

Research on the evaluation of the three-industry integration development in contiguous poverty areas in Gansu Province:Taking Dingxi City and Longnan City as examples

近年来,推进三产融合发展,是农村农业转型发展的根本选择,其态势在全国层面加强。三产融合的主要目的是为了实现农村增产和农民增收,并且推进城乡发展一体化。基于此,以甘肃省连片贫困区(定西市和陇南市)作为研究对象,从农业与二三产业融合互动和融合绩效层面构建了三产融合发展评价指标体系。采用熵值法进行客观赋权,对2013—2018年陇南市和定西市的三产融合发展情况进行评价分析。结果表明:2013—2018年,定西市三产融合水平综合评价得分总体呈上升趋势,并在2018年的综合评价得分达到最大值0.6214;而陇南市三产融合水平综合评价得分逐年增加至0.6278,增幅较为显著;定西市和陇南市的农业产业链延伸不足且农业多功能性拓展不够;定西市的农民增收与就业的水平低于陇南市,且两个地区的城乡一体化发展水平总体不高。据此为定西市和陇南市农村三产融合发展提出大力推进农业与服务业融合发展、加快农业产业链延伸、加大对农业多功能性开发力度、重视农民增收,推动城乡协同发展等具有借鉴意义的建议。

In recent years,promoting the integration of three industries is the fundamental choice of rural agricultural transformation and development.Its trend is strengthened at the national level.The main purpose of the integration of the three industries is to increase rural production and farmers'income and promote the integration of urban and rural development.Consequently,contiguous poor areas in Gansu Province(Dingxi City and Longnan City)were chosen as the research object,and the evaluation index system of integrated development of agriculture,secondary and tertiary industries were constructed from the aspects of integration interaction and integration performance.The entropy method was used for objective weighting to evaluate and analyze the development of the three industries'integration in Longnan City and Dingxi City from 2013 to 2018.The results show that from 2013 to 2018,the comprehensive evaluation score of the three industries'integration levels in Dingxi City showed an overall improvement,and the comprehensive evaluation score in 2018 reached the maximum of_(0).6214.The comprehensive evaluation score of the integration level of three industries in Longnan City increased significantly every year to 0.6278.The extension of the agricultural industry chain in Dingxi and Longnan was insufficient,and the expansion of agricultural multi-function was insufficient.The level of farmers'income and employment in Dingxi was lower than that in Longnan.The overall level of urban-rural integration development in the two regions was low.Accordingly,suggestions were put forward to vigorously promote the integration of agriculture and service industry,accelerate the extension of the agricultural industry chain,increase agricultural multi-functionality,increase farmers'income,and promote the coordinated development of urban and rural areas.
