工业企业研发投入产出创新绩效测度与评价

Measurement and Evaluation on Innovation Performance of Industrial Enterprises􀆳R&D Input and Output

研发投入水平代表了一个地区或产业的创新能力。从研发投入和产出两个角度综合评价工业企业创新效率,构建研发投入产出创新绩效评价体系,运用数据包络分析(DEA)模型测度我国30个省份工业企业研发投入产出创新绩效,并以湖南省为例开展问题分析,得出湖南省工业企业研发投入产出创新综合效率呈倒“U”型趋势且在30个省份中处于中等水平的结论,提出加大对欠发达地区创新投入、加强产学研合作、加快科技成果转化等提升工业企业研发投入产出创新绩效的对策建议。

The level of R&D investment represents the innovation capability of a region or an industry.This article comprehensively evaluates the innovation efficiency of industrial enterprises from two perspectives of R&D investment and output,constructs a R&D input-output innovation performance evaluation system,and the DEA model is used to measure the innovation performance of R&D input and output in 30 provinces in China,and takes Hunan province as an example and carries out problem analysis.The article concludes that the overall efficiency of R&D input-output innovation of Hunan􀆳s industrial enterprises is in an inverted“U”shape and is at a medium level in the 30 provinces.The article also proposes some suggestions for improving the innovation performance of industrial enterprises􀆳R&D input and output,like increasing innovation input in underdeveloped regions,strengthening cooperation among industry,university and research,and accelerating the transformation of scientific and technological achievements.
