徐世昌与奉天狱政改良

Xu Shichang and the Reform of Prison Administration in Fengtian

清末,在内忧外患之际,清廷为了挽救统治危机,实行新政,其内容涉及政治、军事、司法、教育等。向来不为人关注的监狱成为司法改革中的重要一环。徐世昌在任东三省总督两年内,着手推进奉天监狱改良。通过设立罪犯习艺所,拉开奉天监狱改良序幕;又创办奉天模范监狱,其建筑外观借鉴了西方模式,监狱分类更趋向人性化,废除残酷刑讯,改善监狱医疗卫生条件,狱官任免专业化,更好地实现了监管与感化功能。徐世昌为奉天监狱的近代化作出了巨大贡献。

At the end of Qing Dynasty when China was in face of both internal and external troubles,in order to save the political crisis,the rulers carried out some new policies which involved politics,military,judiciary,education and so on.Prison,which had never been paid attention to,became an important part of judicial reform.Within two years as governor of the three provinces in Northeast China,Xu Shichang started to promote the reform of Fengtian prison.Through the establishment of Criminal Training Institute,the reform of Fengtian prison was initiated.The Fengtian model prison was built,whose architectural appearance copied the western model.The classification of prison tended to be more humanized by abolishing cruel torture,improving prison medical and health conditions,professionalizing the appointment and removal of prison officials,which better realized the functions of supervision and reform.Xu Shichang made great contributions to the modernization of Fengtian prison.
