International Competition in Innovation:The Dilemma and Outlook of China

在2017年特朗普政府刚刚发动对华贸易战与科技战时,中国国内舆论向人们传达的不同信息常常是矛盾的。一方面,媒体上存在着一些对中国创新能力极其正面的判断,“新四大发明”是当时非常流行的术语。在部分学术作品中,也有不少关于中国在移动互联网、大数据、人工智能和量子计算等领域已经挺进世界前沿的论断,一些作品甚至将其刻画为“新的工业革命”。

The U.S.-China conflicts on trade and technology create a huge uncertainty for China’s development. This paper analyzes China’s innovation prospects from two dimensions: the economic long wave and the global production system. On this basis, it discusses whether China has the opportunity to achieve industrial "leapfrogging", and identifies the prioritized strategy for China in order to break through the constrains imposed by the American hegemony in globalization.
