摘要
为推动产教融合政策体系更好地助力安徽省产教融合发展,基于政策工具使用和资源供给角度建立二维分析框架,通过国家推动经济供给侧改革以来,安徽省及各地市级政府发布的关于鼓励企业参与职业教育的政策文件,对政策单元进行编码分析,可以发现在政策推行过程中存在政策工具的使用频率及侧重点不均衡、政府与职校供给资源存在差异的问题。对此建议如下:调整和控制供给型政策工具的内部结构、增加和调整需求型政策工具的使用、增加环境型政策工具的使用、根据职教发展方向调整资源供给。
In order to give full plan of the relevant policies in promoting the development of integration of production and education in Anhui Province,a two-dimensional analysis framework was established based on the use of policy tools in the perspective of resource supply.The policy documents issued by the governments at all levels in Anhui Province to encourage enterprises to participate in vocational education since the country promotes the supply-side reform were introduced.Furthermore,and a coding analysis was carried out on the policy units.It was found that there are problems in the process of policy implementation,such as the frequency and focus of policy tools were not balanced,and the supply resources of the government and vocational schools were different.Accordingly,Suggestions such as adjusting and controlling the internal structure of supply-oriented policy tools,increasing and adjusting the use of demand-oriented policy tools,making more use of environmental policy tools,and regulating the supply of resources according to the direction of vocational education development are proposed.
