杭州市近郊村落公共服务设施“闲置”追因研究——以杭州市双桥村为例

Research on the Causes of"Idle"Public Service Facilities in Villages in the Suburbs of Hangzhou:Taking Shuangqiao Village in Hangzhou as an Example

目前农村公共服务设施建设日渐完善,但仍广泛存在设施闲置现象。文章以杭州市"近郊村"双桥村为例,对村域范围内公共服务设施展开调查,梳理典型闲置公共服务设施的功能与类型;研究通过层次分析法,抽取区位、可达性、建筑功能等指标,从建筑环境和建筑单体两个维度构建闲置公共服务设施评价体系。尔后,文章对村域内闲置设施和同等功能的非闲置设施进行评价和比对,通过分析两类设施的特征,挖掘农村公共服务设施闲置的原因,为农村闲置公共服务设施功能整合、空间重组以及资源统筹提供理论基础。

At present,the construction of rural public service facilities is improving gradually.But there is still a widespread phenomenon of idle facilities.This paper takes Shuangqiao Village,a"suburban village"in Hangzhou City as an example,investigates the public service facilities within the village area,and sorts out the functions and types of typical idle public service facilities.Through the analytic hierarchy process,this paper extracts the location,accessibility,building function and other indicators,and constructs the evaluation system of idle public service facilities from the two dimensions of building environment and monomer.Later,the paper evaluates and compares the idle facilities and non-idle facilities with the same functions in the village,analyzes the characteristics of the two types of facilities,and explores the reasons for the idle of rural public service facilities,so as to provide a theoretical basis for the functional integration,spatial restructuring and resource integration of rural idle public service facilities.
