Human Capital, Technical Innovation and Regional Economic Growth

人力资本是经济增长的重要因素,但人力资本对经济增长的作用并没有得到统一的认识。明确两者关系,对中国现阶段地区经济的发展具有重要意义。在世界经济低迷和人口老龄化的背景下,中国经济的发展需要依靠高质量的人力资本和技术创新,推动经济实现高质量增长。基于2001-2016年地级市面板数据,采用系统GMM回归方法和中介效应模型,充分考虑地区经济增长中的地理因素,本文证实了高质量人力资本对地区经济具有显著的促进作用。高质量人力资本不仅作为生产要素参与生产,更是通过促进产业集聚推动技术创新来促进地区实现高质量经济增长。为了促进地区经济增长,各级政府应充分重视高质量人力资本的培育、积累和利用,积极采取措施提升地区人力资本水平,实现经济持续稳定增长。

Human capital is one of the important factors to economic growth.But there is no agreement on the effect of human capital on economic growth.Thus it is important at the present stage for China’s regional economic development to clarify the relationship between them.Under the circumstances of low world economic growth and aging society,the development of China’s economy may rely on high quality human capital and technical innovation so as to promote high quality economic growth.Based on prefectural panel data during 2001-2016,with SYS GMM method and mediating effect model,considering the geographic feathers during the regional development,we conclude that high quality human capital significantly promote regional economic growth.The high quality human capital not only promotes economic growth directly as a production factor,but also promotes industries aggregation so as to stimulate technical innovation with an indirect effect of accelerating regional economic growth.In order to maintain steady regional economic growth,governments should pay attention to fostering,accumulating and utilizing high quality human capital,taking measures to escalate regional human capital.
