The Digital Technology Empowering High-quality Development of Agriculture

农业高质量发展是实现农业现代化的必由之路。本文从产量高、质量优、减量化、效益好、效率高、竞争力强、经营者素质高、农民收入高阐述了我国农业高质量发展的时代内涵;探讨了数字技术赋能我国农业高质量发展的机遇与挑战;从数字技术嵌入农业要素配置体系、产业体系等"六大体系",促进资源利用绿色化、产业融合深度化等"六化",探寻了数字技术赋能我国农业高质量发展的内在机理;在此基础上,从贯彻新发展理念、把握发展新阶段、构建发展新格局战略高度,提出了加强顶层设计、建立大农业数据库、强化农业科技创新、推进农业"新基建"、大力培育"新农人"、健全政策评估机制等完善数字技术赋能农业高质量发展的政策设计,以期激发农业发展新活力、塑造农业发展新优势、培育农业发展新动能,促进农业高质量发展。

The high-quality development of agriculture is the only way for realizing agricultural modernization development.This article analyzes the connotation of a new age of high-quality development of agriculture from high yield,superior quality,quantity reduction,high economic benefit,high efficiency,strong competitive power,high quality operators,high farmers’income,and discusses the opportunities and challenges for the digital technology empowering high-quality development,and explores the internal mechanism of the digital technology empowering high-quality development of agriculture from the digital technology integrate with the systems of allocation of agriculture production factors and agriculture industrial system and so on,to promote green utilization of resources and deeper industrial convergence and so on.On this basis,from a strategic perspective of implementing new development philosophy,grasping the new stage of development,constructing new development pattern,this article purposes that we should strengthen the top-level design and establish a large agricultural database and strengthen innovation in agricultural science and technology and promote new agricultural infrastructure and vigorously cultivate new farmers and improve the mechanism for evaluating policies to perfect policy designs of the digital technology empowering high-quality development of agriculture,in order to inspire new energy into agricultural development,and shape new advantages in agricultural development,and foster new driving forces for agricultural development,promoting high-quality development of agriculture.
