摘要
目的通过本次研究拟构建一个科学、客观的科研成果评价体系,为实现对科研水平快速合理的评价提供参考。方法利用德尔菲法,通过信函方式先对德尔菲专家进行了两轮咨询,以确立本研究主要评价指标,并计算指标权重,统计记录医疗卫生机构经德尔菲法所得的科研竞争力评价结果。结果在第一轮信函咨询中,共发出调查表32份,回收26份,回收率81.25%,第一轮中,卫生行政机构、高等院校方面的德尔菲专家回复率均达100.00%。在第二轮信函咨询中,共发出调查表32份,回收29份,回收率90.63%,第二轮中,只有卫生行政机构方面的德尔菲专家回复率均达100.00%。绩效指标方面,人均产出率权重最大,各指标评价方面,人均论文发表数、每万元产出的论文数权重最大。结论此次拟构建的科研成果评价体系涉及的指标均合理、全面,能对各医疗卫生机构的科研竞争力进行公平、公正的评价。
Objective To establish a scientific and Objective evaluation system of scientific research achievements,so as to provide reference for rapid and reasonable evaluation of scientific research level.Methods Delphi method was used to conduct two rounds of consultation with Delphi experts through letters,so as to establish the main evaluation indexes of this study,calculate the weight of the indexes,and record the evaluation Results of scientific research competitiveness of medical and health institutions by Delphi method.Results In the first round of letter consultation,a total of 32 questionnaires were sent out,and 26 were recovered,with a recovery rate of 81.25%.In the first round,the response rate of Delphi experts from health administrative agencies and colleges and universities reached 100.00%.In the second round of letter consultation,32 questionnaires were sent out,and 29 questionnaires were recovered,with a recovery rate of 90.63%.In the second round,only Delphi experts from health administrative agencies responded 100.00%.In terms of performance indicators,the weight of per capita output rate is the largest,while in terms of evaluation indicators,the weight of per capita published papers and per 10000 yuan output papers is the largest.Conclusion The indicators involved in the evaluation system are reasonable and comprehensive,which can fairly and justly evaluate the scientific research competitiveness of medical and health institutions.
