The Theoretical Implication, Actual Basis and Practical Path of Creating High Quality Life

党的十九届五中全会在党的文件中第一次明确提出"高品质生活"和"改善人民生活品质"。在新发展阶段,高品质生活是人的本质力量的确证,是人民美好生活的必然要求和促进社会发展的根本动力。改革开放以来,中国取得的巨大成就为创造高品质生活提供了可行性,而发展不平衡不充分则成为制约创造高品质生活的主要因素。中国要从发展实际出发积极探索创造高品质生活的行动路径,以新发展理念引领高质量发展,为创造高品质生活提供坚实的物质基础;坚持供给侧、需求侧双侧改革,为创造高品质生活提供丰富的有效供给;构建新发展格局,发挥国内国际两种市场优势,以国内市场为创造高品质生活的主要来源;不断完善以民生为重点的制度建设,为创造高品质生活提供稳定的制度保障。

The Fifth Plenary Session of the 19th CPC Central Committee explicitly proposed ’high quality life’ and ’improving quality of the people’s life’ in the documents for the first time.In the New Era, the high quality life is the affirmation of the essential strength of human beings, the inevitable requirement for people’s good life and the fundamental driving force for social development. The great achievements that China has been made since the reform and opening up, provid the feasibility for creating highquality life, while the unbalanced and inadequate development has become the main restricting factor of creating high quality life. China should explore a practical path to create quality life based on its development reality, such as insisting on guiding high quality development with new concepts, building a new development pattern and perfecting the system with a focus on improving people’s wellbeing.
