农村牧区实行“被动式”三次分配试验研究

Experimental Study on "Passive" Three Times Distribution in Rural and Pastoral Areas

社会财富继市场按照效率原则进行第一次分配,政府按照兼顾公平和效率原则实施第二次分配之后,在道德力量的推动下,又通过捐赠形式进行了第三次分配,使分配更加公平、效率更高。笔者在内蒙古赤峰市农村牧区试验了一种“被动式”的三次分配模式,有效促进了产业项目实施,使发展成果更好地普惠大众,在文明乡风传播和行业治理方面也有积极作用,对于乡村振兴顺利实施具有很好的借鉴意义。

After the first allocation by the market in accordance with the principle of efficiency and the second allocation by the government in accordance with the principle of giving consideration to fairness and efficiency,the third allocation is carried out through donation under the promotion of moral force.It makes the distribution of social wealth more fair and more efficient.In this paper,a"passive"three distribution model is tested in rural pastoral areas of Chifeng City,Inner Mongolia.It effectively promotes the implementation of industrial projects,and the development results better benefit the public.It also plays a positive role in the dissemination of civilized rural style and industry governance,which has a good reference significance for the smooth implementation of Rural Revitalization.
