乡村振兴背景下浙江省新型林业经营主体培育问题的思考

About New Type of Forestry Operating Entities in Zhejiang Province

产业兴旺是乡村振兴的重点,新型林业经营主体是实现乡村振兴战略的骨干力量和重要载体,因此,需要大力培育新型经营主体,实现乡村振兴。基于实地调查和相关文献研究,介绍了浙江省新型林业经营主体的发展现状——以林业规模化经营为方向,不断完善林业经营体制和机制,出台政策措施,扶持新型林业经营主体发展,逐步形成以农户家庭承包为基础,专业种养大户、家庭林场和农民林业合作社、龙头企业、林保姆式专业户为骨干的经营体系。指出了浙江省新型林业经营主体在培育过程中存在财政政策支持不到位、林业基础设施落后、生产经营水平低、综合服务能力弱、示范带动作用不强等问题。提出了落实政策措施、加强规范管理、健全培训体系、强化整合提升、创新发展机制的对策和建议。

During May and November 2020,typical investigation on 15 key information person and 30 new type of forestry operating entities in Pujiang,Huangyan,Longquan and Qingyuan of Zhejiang province.The result demonstrated that by the end of 2019,there were 3957 large family farms,1858 family forest farms,5076 forestry cooperatives,4210 leading forestry enterprises,3.6 specialized households.Meanwhile,challenges were also existed,such as inadequate support of fiscal policies,poor infrastructure,low operating level,etc.Countermeasures were put forwarded for better promotion like implementing policy measures,strengthening management,improving training systems,etc.
