中国服务业绿色发展的结构性差异及影响因素研究——基于Bootstrap-DEA模型的绿色技术效率测度 被引量:5

Structural Differences and Influencing Factors of Green Development of China’s Service Industry——Green Technical Efficiency Measurement Based on Bootstrap-DEA Model

摘要 为如期达到"碳达峰、碳中和"目标,中国服务业绿色发展是必然趋势。应用纳入能源投入与CO2排放的两阶段Bootstrap-DEA模型,核算2004—2018年中国14个服务行业的绿色技术效率,并对其影响因素进行实证分析,探寻服务业绿色发展路径。结果表明:中国服务业绿色技术效率偏低,粗放式增长特征较为明显,资本驱动型生产性服务业支撑了服务业绿色技术效率;除却宏观经济环境影响,对资本要素过度依赖的要素配置结构导致中国服务业绿色技术效率呈倒U型,"知本"型服务行业动态绿色技术效率呈两极化发展态势;强外部性导致公共服务业的绿色技术效率波动剧烈。服务业绿色技术效率总体呈上升趋势,但低水平重复投资导致增速较慢。经济发展水平与服务业绿色技术效率呈U型关系,产业融合度、能源结构和劳动者素质促进了服务业绿色技术效率的提升,对外开放和政府投入对改善服务业绿色技术效率的作用有待改善。 In order to achieve the goal of "peak carbon and carbon neutrality "on schedule,the green de-velopment of China's service industry is an inevitable trend.A two-stage Bootstrap-DEA model incorporating energy inputs and CO2 emissions is applied to account for the green technical efficiency of 14 service industries in China from 2004 to 2018,and the influencing factors are analyzed empirically to explore the path of green development of service industries.The results show that the green technical efficiency of China's service in-dustries is low and the characteristics of rough growth are obvious,and the green technical efficiency of service industries is supported by capitaldriven productive service industries.The dynamic green technical efficiency of the Knowledge-intensive services is polarized;strong externalities lead to sharp fluctuations in the green technical efficiency of the public service industry.The green technical efficiency of service industry is generally on the rise,but the low level of repeated investment leads to a slow growth rate.The level of economic de-velopment and the green technical efficiency of service industry have a U-shaped relationship;the degree of industrial integration,energy structure and labor quality promote the green technical efficiency of service in-dustry;the role of opening up to the outside world and government investment in improving the green technical efficiency of service industry needs to be improved.
