碳排放约束下长三角地区城乡融合发展效率 被引量:29

Efficiency of Urban-rural Integration Development in the Yangtze River Delta Under the Background of Carbon Emission Constraint

摘要 基于EBM超效率模型、核密度估计及GML指数分析方法,在考虑区域碳排放非期望产出的情况下,研究2008—2017年长三角地区27座中心区城市城乡融合发展效率及其动态演进特征,并对长三角地区城乡融合发展全要素生产率变化及其驱动因素进行分析。结果表明:(1)2008—2017年长三角地区城乡融合发展的整体效率严重偏低,且经济相对发达城市的城乡融合发展效率普遍低于经济次发达地区;(2)长三角地区城乡融合发展效率出现较明显的两极分化现象,且城市间差距逐渐拉大;(3)各项投入指标的整体冗余率偏高,碳排放的冗余对城乡融合发展的效率损失也存在较大影响;(4)城乡融合发展全要素生产率的总体变动趋势有所改善,且主要得益于驱动城乡区域技术进步因素的改善。在此基础上,得出了促进长三角地区城乡融合高效、高质量发展的政策启示。 On the basis of the methods of EBM super-efficiency model,kernel density estimation and GML index analysis,and considering the undesirable output of regional carbon emissions,this paper studies the efficiency of urbanrural integration development in 27 central cities of the Yangtze River Delta and its dynamic evolution characteristics in2008-2017,and analyzes the change of total factor productivity(TFP)of urban-rural integration development in the Yangtze River Delta and its driving factors.Results show that:1)The overall efficiency of urban-rural integration development in the Yangtze River Delta in 2008-2017 is seriously low,and the efficiency in relatively developed cities is generally lower than that in sub-developed cities.2)The efficiency of urban-rural integration development in the Yangtze River Delta shows obviously polarized characteristic and the gap amongst cities is gradually widening.3)The overall redundancy rate of each input index is high,and the redundancy of carbon emissions also has a great influence on the efficiency loss.4)The overall trend of TFP change has been improved,which is mainly due to the improvement of factors which drives technological progress in urban and rural areas.Based on these findings,the policy enlightenment for promoting efficient and high-quality development of urban-rural integration has been put forward.
