对标RCEP协定规则推动中国标准走出去的对策研究

Suggestions on Implementation of the Going Global strategy of Chinese Standards by Complying with RCEP Agreement Rules

本文作者以《区域全面经济伙伴关系协定》(RCEP)项下于技术贸易措施相关章节作为研究对象,从标准、技术法规、合格评定程序、透明度、互认合作等维度,开展RCEP协定与WTO/TBT协定比对研究,归纳出两者的异同点,并分析RCEP条款对于我国标准化制度创新的推动作用分析,从而提出发挥RCEP协定红利推动中国标准走出去的对策建议。

The author takes the chapter on Technical Barriers to Trade under the Regional Comprehensive Economic Partnership(RCEP) Agreement as the research object, and conducts comparative studies between RCEP and WTO/TBT on the dimensions of standards, technical regulations, conformity assessment procedures, transparency, and mutual recognition cooperation in order to find out the similarities and differences between the two agreements. Furthermore, the author analyzes the RCEP’s role in promoting the innovation of Chinese standardization system, putting forward suggestions on implementation of the Go Global strategy of Chinese standards by complying with the RCEP Agreement rules.
