Considerations on the Establishment of Shanghai Local Standards on Wave Forecasting and Warning Issuing

海浪预报和警报发布地方标准在全国尚属空白,在地方海洋预报、海洋防灾减灾和应急管理中需求迫切。本文结合国内外海浪预报和警报发布标准现状,详细分析了上海市在海浪预报和警报发布过程中存在的不足,并指出上海市海浪预报和警报发布面临的新形势,需将国家海浪预报和警报发布标准细化到地方海域现状实际进行完善,最后提出了制定上海市海浪预报和警报发布地方标准的建议措施。

The local standards for wave forecasting and warning issuing, still lacking nationwide, are in urgent need in local marine forecasting, marine disaster prevention and mitigation and emergency management. Based on the domestic and overseas situation of wave forecasting and warning issuing standards, this paper analyzes in detail the deficiencies in the process of wave forecasting and warning issuing in Shanghai, and points out the new situation of wave forecasting and warning issuing. It is necessary to refine the national wave forecasting and warning issuing standards to meet the actual situation of local sea areas. Finally, it puts forward the countermeasure for formulating the local standard on wave forecast and warning in Shanghai.
