公立检验检测机构开展仪器设备联合采购的探讨

随着政府一系列政策的出台,检验检测行业发展速度较快,行业规模越来越大,仪器设备的需求量逐年上升。通过分析各公立检验检测机构存在单次采购大型精密仪器等原值较高的仪器设备时数量相对少,议价能力较弱;采用分散采购的方式资金利用效益较低、采购成本较高等问题。本文从工作机制和法律层面提出公立检验检测机构开展联合采购的可行性。得出公立检验检测机构开展联合采购的措施,包括范围、模式选择及需要注意的事项。最大程度提高公立检验检测机构政府采购资金的使用效益,同时还可以加强各机构对供应商评价的能力,提高各机构体系运行的符合性和有效性,减少不符合情况的发生。

With the promulgation of a series of government policies, the inspection and testing industry has developed rapidly, the scale of the industry has become larger and larger, and the demand for instruments and equipment is greater. Through the analysis of public inspection body and laboratory, there are relatively few instruments and equipment with high original value such as large-scale precision instruments purchased once, and the bargaining power is weak;the use of decentralized procurement methods has low capital utilization efficiency and high procurement costs. The feasibility of joint procurement by public inspection body and laboratory is put forward from the working mechanism and legal aspects. The measures of joint procurement by public inspection body and laboratory, including scope, mode selection and matters needing attention, are obtained. In this way, the use efficiency of government procurement funds of public inspection body and laboratory can be improved to the maximum extent. Meanwhile, the ability of each institution to evaluate suppliers can be strengthened, the conformity and effectiveness of the operation of the system of each inspection body and laboratory can be improved, and the occurrence of nonconformity can be reduced.
