乡村振兴背景下农村闲置宅基地问题及对策研究——基于多地“共享农房”案例分析

Study on the Problems and Countermeasures of Rural Idle Homestead under the Background of Rural Revitalization:Case Analysis of"Shared Rural Housing"Multipl Plaes

在城镇化的背景下,我国农村宅基地闲置情况严重。为落实乡村振兴战略的实施,推动农村经济发展,盘活闲置资产,有必要解决闲置宅基地再利用问题。本文在分析宅基地闲置现状、危害及成因的基础上,梳理乡村振兴战略对闲置宅基地的影响机理,并结合多地“共享农房”模式的案例分析,最后得出结论:乡村振兴战略会推动制度改革,促进宅基地流转、退出等,而农民思想依旧保守,在政府的引导下农民会尝试参与一些宅基地再利用的新模式。因此,本文从农民参与、政府引导和制度完善三个方面对解决闲置宅基地提出针对性的对策建议。

Under the background of urbanization,the idle situation of rural homestead in China is serious.In order to implement the strategy of rural revitalization,promote rural economic development and revitalize idle assets,it is necessary to solve the problem of idle homestead reuse.Based on the analysis of the current situation,harm and causes of homestead,this paper combs the impact mechanism of Rural Revitalization Strategy on idle homestead,and combines with the case analysis of"shared rural housing"mode,and finally draws a conclusion:Rural Revitalization Strategy will promote institutional reform,promote homestead circulation,exit,and so on,while farmers'thinking is still conservative.Under the guidance of the government,farmers will try to participate in some new modes of homestead reuse.Therefore,this paper puts forward countermeasures and suggestions from three aspects of farmers'participation,government guidance and system improvement.
