新乡贤参与乡村治理的动力机制与实践路径研究——基于江西省J县的调查分析

Research on the Motive Mechanism and Practical Path of the"Xinxiangxian"Participating in Rural Governance:Based on the Survey and Analysis of J County,Jiangxi Province

新乡贤是构建乡村治理秩序的一支重要力量,其权威来自于经济地位、职业声望、道德品质等方面,能有效动员、凝聚、组织群众。当前,新乡贤广泛地参与到各地乡村治理当中,在调解民间纠纷、维护乡村社会稳定、提升农村公共产品供给水平、扩大农民社会支持网络、引领乡风文明等方面发挥着重要作用。新乡贤参与乡村治理的动力机制包括内生动力即乡土情节的牵引和自我实现的需要,同时也包括外部动力即国家政策的引导、地方政府动员等方面。对于新乡贤参与乡村治理的限度和效度需要进一步观察。

“Xinxiangxian”is an important force in building the order of rural governance.Its authority comes from economic status,professional prestige,moral quality,etc.,and can effectively mobilize,gather,and organize the masses.At present,“Xinxiangxian”are widely involved in rural governance in various regions,playing an important role in mediating civil disputes,maintaining rural social stability,improving rural public product supply,expanding farmers’social support network,and leading rural customs and civilization.The motive mechanism for“Xinxiangxian”to participate in rural governance includes endogenous motives,namely the traction of rural plots and the need for self-realization,as well as external motives,namely the guidance of national policies and the mobilization of local governments.The limits and validity of Xinxiangxian's participation in rural governance need to be further observed.
