双循环新发展格局的现实需求与吉林省参与“一带一路”建设的路径

The New Development Pattern of Dual-Circulation and the Path of Jilin's Participation in the Belt and Road Initiative

我国已经进入经济高质量发展的新发展阶段,需要构建以国内大循环为主体、国内国际双循环相互促进的新发展格局。本文第一部分指出,现阶段我国外部面临百年未有之大变局,不确定性不稳定性明显增加;内部进入高质量发展阶段,不平衡不充分问题仍然突出。这是双循环新发展格局形成的现实依据。第二部分提出通过构建完整内需体系,借力东亚产业循环和“一带一路”建设构建对外开放新格局。第三部分针对吉林省积极参与“一带一路”建设提出了相应政策建议。

China has entered the new era of High-Quality Development.It is necessary to build a new development pattern with domestic circulation as the main body and domestic and international double circulation promoting each other.The first part of this paper points out that China is facing the most profound and unprecedented changes of the world in a century with increasing uncertainty and instability;the internal development has entered the stage of High-Quality Development with imbalance and insuffi ciency problems.This is the realistic basis for the formation of the New Development Pattern of Double Circulation.The second part proposes to build a new pattern of opening up through the Belt and Road Initiative,which helps constructing complete domestic demand system.The third part puts forward policy recommendations on how Jilin province could participate in the Belt and Road Initiative.
