地方重大建设项目对财政资金效益的影响研究——基于中国省际数据的证据

Research on the Impact of Local Key Projects on the Benefit of Fiscal Revenue and Expenditure:Based on the Verification of Provincial Data in China

重大建设项目是促进经济高质量发展的支撑与动力,对地方财政收入的贡献率呈现上升趋势,同时其带来的经济与民生效益也保证了财政支出的效率。但现实中,重大项目建设面临着种种现实问题。本文基于2016-2021年我国30个省(市、自治区)的季度面板数据,分析探究地方政府重大建设项目对地方财政收支及其效益的影响机制,结合我国区域经济发展差异现状进一步研究,并结合实证结果和现存问题提出政策性建议。

Major construction projects are the support and power to promote high-quality economic development,and their contribution rate to local fiscal revenue shows an upward trend.Meanwhile,the economic and livelihood benefits brought by them also ensure the efficiency of fiscal expenditure.But in reality,the construction of major projects is faced with a variety of practical problems.Based on the panel data of 30 provinces(municipalities and autonomous regions)in China,this paper analyzes and explores the influence mechanism of major construction projects of local governments on local fiscal revenues and expenditures and their benefits,further studies the status quo of regional economic development differences in China,and puts forward policy suggestions based on empirical results and existing problems.
