摘要
外籍飞行员劳动关系管理对民航业安全可持续发展具有重要意义。国内国际环境的复杂、国内飞行员供需矛盾、外籍飞行员管理粗放,为外籍飞行员管理带来了不少风险。为此,本文提出了外籍飞行员劳动关系管理的四种风险,即制度风险、管理风险、技术风险、以及突发事件风险。并针对不同风险类型从完善体制机制,健全法律法规;发挥多方力量,细化管理机制;紧跟时代步伐,创新技术管理与提升预警机制,防范突发事件四个方面提出建议。研究将为后期相关实践工作提供参考,研究成果降低外籍飞行员管理成本、提高管理效率以及增强管理质量上切实可行。
The labor relationship management of foreign pilots is of great significance to the safe and sustainable development of the civil aviation industry.The complexity of the domestic and international environment,the contradiction between the supply and demand of domestic pilots,and the extensive management of foreign pilots have brought many risks to the management of foreign pilots.To this end,this article puts forward four risks in the labor relationship management of foreign pilots,namely,institutional risk,management risk,technical risk,and emergency risk.For different types of risks,we will improve the system and mechanisms,perfect laws and regulations;give full play to multiple forces,refine the management mechanism;keep up with the pace of the times,innovate technology management and improve early warning mechanisms,and make suggestions in four aspects to prevent emergencies.The research will provide reference for related practical work in the later period.The research results are feasible in reducing the management cost of foreign pilots,improving management efficiency and enhancing management quality.
