大革命时期中国共产党领导建立的上海市民代表会议政府法制研究

Research into the Legal System on Government of Shanghai Citizens’Congress under the Leadership of the Communist Party of China during the Great Revolution

中国共产党十分重视政权建立后的人民民主法制建设。在中国共产党领导下,1927年3月22日上海工人第三次武装起义取得胜利并随之形成上海市民代表会议政府法制。这是中国共产党最早在大城市领导建立的人民民主法制。这一法制虽然存续时间不长,但意义重大。应当弘扬人民民主法制的精神,传承红色基因,为今天全面建设中国特色社会主义法治增添有价值的资源。

The Communist Party of China attached great importance to the construction of legal system on people’s democracy after the establishment of political power.On Mar.22,1927,under the leadership of the Communist Party of China,the third armed uprising of Shanghai workers succeeded and the legal system on government of Shanghai citizens’congress was established.This was the earliest legal system on people’s democracy established by the Communist Party of China in big cities.Although such legal system lasted not a long period,it enjoyed great significance.We should carry forward the spirit of legal system on people’s democracy,pass on the red gene,and add a valuable resource to today’s comprehensive construction of socialist rule of law with Chinese characteristics.
