医疗机构科研创新绩效考核体系的建设实践 被引量:3

摘要 目的探索建立科研创新绩效考核体系。方法根据不同工作岗位、人才的不同层次设立科研创新驱动储备金,实行年度与周期相结合的考核办法,每半年对各科室和个人完成情况进行考评公布,年中考评未完成者,给予警示,年末兑现绩效。对学科实行定量考核,根据科室专业技术人员数量,计算人均绩点,考核结果作为科室年终先进评选的依据。对个人实行定性考核,个人的考核结果作为创新绩效发放的依据。结果科研参与热情高涨,科室科研参与度占84.82%。国家级科研项目中标数量再创历史新高。中国医院科技量值(STEM)评价学科百强榜上榜学科数量同比增加50.00%,科技成果数量大幅提高,实现翻倍增长。结论科研创新绩效考核体系的建设能够调动人员工作积极性,取得令人满意的效果。 Objective To explore and establish a performance appraisal system for scientific research and innovation.Methods Established a research and innovation drive reserve fund according to different jobs and different levels of talents,implemented an annual and periodic assessment method,and published the assessment and announcement of the completion of each department and individual every six months.Those who have not completed the mid-year assessment will be given a warning.The performance at the end of the year will be delivered.Quantitative assessment of disciplines was carried out,and the per capita GPA was calculated based on the number of professional and technical personnel in the department,and the assessment results were used as the basis for the year-end advanced selection of the department.A qualitative assessment was carried out on individuals,and the results of the individual assessment were used as the basis for the release of innovation performance.Results The enthusiasm for scientific research participation was high,and the departmental scientific research participation accounted for 84.82%.The number of winning bids for national-level scientific research projects hit a record high.The number of disciplines on the list of Top 100 Disciplines for evaluation in hospitals in China STEM has increased by 50.00%year-on-year,and the number of scientific and technological achievements has increased substantially,achieving a double growth.Conclusion The construction of the performance appraisal system for scientific research innovation can mobilize the enthusiasm of the staff and achieve satisfactory results.
