地方政府优化营商环境政策研究——基于9个省市政策文本分析

Research on the Differences of Local Government Policies for Optimizing Business Environment--Based on Textual Analysis of Policies of 8 Provinces and Cities

优化营商环境是我国经济高质量发展与治理现代化的重要内容,构建国际一流的营商环境需要以政策制度作为推进与实施保障,而分析地区之间优化营商环境政策的差异与共性,能够增强政策制定的合理化、科学化,持续优化我国营商环境。在政策文本分析的基础上,从市场环境、政务服务、监管执法和法治保障四个方面出发,运用NVivo质性研究软件比较分析了我国不同地区优化营商环境政策情况,总结归纳其共性与差异,并提出相应的政策建议,助力我国打造国际一流营商环境。

Improving the business environment is an important part of China's efforts to achieve high-quality economic development and modernize governance,to build a world-class business environment,policies and institutions need to be taken as the guarantee of promotion and implementation.The analysis of the differences and commonalities of policies to optimize the business environment among regions can enhance the rationalization and scientization of policy formulation and continuously optimize the business environment in China.In this paper,on the basis of policy text analysis,from the market environment,government services,regulatory enforcement and legal support from four aspects,using NVivo qualitative research software to optimize the business environment in different regions are analyzed using policy situation,summarizing its commonness and difference,and the system deficiencies put forward the corresponding policy recommendations,help to build the international first-class business environment in China.
