脱贫人口返贫影响因素与预警机制研究

Study on the Influencing Factors and Early Warning Mechanism of Poverty Alleviation Population

精准扶贫工作开展以来,我国反贫事业取得了历史性的成就。但脱贫人口返贫已成为影响脱贫成效的顽疾,要彻底克服脱贫人口返贫问题必先建立返贫预警机制。研究认为脱贫人口返贫受到自然因素、脱贫人口自身因素、政策因素以及其他因素的影响,并根据返贫现象发生的规律分析了返贫生成机理,得出返贫预警信号发出的具体时期,在此基础上通过对返贫预警机制的主体框架与运行模型的分析来构建返贫预警机制。

Since the implementation of targeted poverty alleviation,China's anti-poverty has made historic achievements.However,returning to poverty has become a persistent disease that affects the effectiveness of poverty alleviation.In order to completely overcome this problem,we must first establish an early warn-ing mechanism for returning to poverty.The result showed that the return of poverty-stricken population is affected by natural,population,policy and other factors.According to the law of return to poverty,this paper analyzed the formation mechanism of return to poverty,and obtained the specific period of return to poverty warning signal.On this basis,it constructed the return to poverty warning mechanism by analyze the main framework and operation model of return to poverty warning mechanism.
