摘要 海洋仪器设备规范化海上试验体系的不断完善为海洋高技术发展打造了坚实基础。海上试验平台建设已经成为体现海洋强国能力的主要标志之一,也成为各沿海国家竞相发展的一项海洋科技基础设施。近年来,我国规范化海上试验平台和体系不断优化,制定了一系列海试技术规程和管理规范,完善了海上试验信息管理系统的业务化运行,为航次管理、航次船时共享提供了保障。本文从海上试验平台、船时共享平台和制度规范等3个方面介绍了我国海洋仪器设备规范化海上试验在“十三五”期间的总体进展,分析了我国规范化海试工作中有待提升的5个方面,并结合发展需要围绕多试验平台协作试验机制探索、试验场体系完善等工作提出了后续建设考虑。 The continuous improvement of the standardized offshore test system of marine instruments and equipment has created a solid foundation for the development of marine high technology. The construction of offshore test platform has become one of the main symbols of the ability of marine power, and has also become a marine science and technology infrastructure developed by coastal countries. In recent years, China’s standardized offshore test platform and system have been continuously optimized. Through the formulation of a series of technical regulations and management specifications for offshore test, the business operation of offshore test information management system has been improved, which provides guarantee for voyage management and voyage ship time sharing. In this paper, the standardized sea trials for marine instruments in 13 thFive-Year Plan of China are introduced from three aspects: maritime test platform, shiptime sharing system and system specification. Five aspects to be improved in China’s standardized sea trial are analyzed. In combination with the development needs, the follow-up construction considerations are put forward centering on the exploration of multi-test platform cooperative test mechanism and the perfection of test site system.
