江浙沪地区城市绿色发展竞争力评价指标体系设计与实证研究

An Empirical Study on the Evaluation Index System of Urban Green Development Competitiveness:Taking Jiangsu,Zhejiang and Shanghai as an Example

围绕城市绿色发展竞争力理念,结合绿色发展理论和城市竞争力理论,构建基于生态城市规划视角下的城市绿色发展竞争力指标体系绿色模型,从横向和纵向对江浙沪地区绿色发展竞争力进行实证研究。基于实证结果,依据绿色模型五大准则对江浙沪地区的绿色发展竞争力进行综合评价,并提出以下对策建议:践行绿色理念,落实省市绿色发展制度;以经济开发区为整治重点,优化省市绿色产业体系;因地制宜,开拓特色型绿色发展道路;赋予新内涵,构建省市绿色社会体系;治理和发展并重,推动农业农村实现绿色可持续发展;凝聚监管合力,厘清监管责任,强化监管保障。

Around the concept of urban green development competitiveness,combined with the theory of green development and urban competitiveness,the paper constructs a green model of urban green development competitiveness index system based on the perspective of eco city planning,and conducts empirical research on the competitiveness of green development in Jiangsu,Zhejiang and Shanghai from the horizontal and vertical perspectives.Based on the empirical results,this paper comprehensively evaluates the green development competitiveness of Jiangsu,Zhejiang and Shanghai according to the five principles of green model,and puts forward the following measures:to practice the green concept and implement the green development system of the provinces and cities;to optimize the green industry system of the provinces and cities with the economic Development Zone as the focus;to develop the characteristic green development road according to the local conditions;to give new connotation and build the green social system of the provinces and cities.We should pay equal attention to governance and development,promote the green and sustainable development of agriculture and rural areas,pool supervision efforts,clarify supervision responsibilities,and strengthen supervision and security.
