基于政府付费PPP项目的财政补偿有效区间研究

Research on the Effective Interval of Fiscal Compensation for Availability-Based PPPs Projects

改革开放至今,中国踏上了经济高速、高质量发展的征途,中国的基础设施建设也在如火如荼地进行。政府和社会资本合作项目的实际开展,不仅能够帮助解决基建融资难题,还可对项目进行有效的风险分担。为了对政府付费类PPP项目的财政补偿有效区间进行研究,在相关文献综述研究的基础上,构建了PPP项目财政补偿的数理模型,并对所求得的财政补偿有效区间进行经济学解释。结果表明,财政补偿的有效区间是政府和社会资本皆获得最低预期收益的区间。

Since the reform and opening up,China has embarked on a road of high-speed and high-quality economic development,and the construc⁃tion of infrastructure in China is also spreading out.The actual implementation of the cooperation project between government and private sector can not only help to solve the financing problems of infrastructure construction,but also effectively share the risks of the project.In order to study the effective interval of fiscal compensation for availability-based payment PPP projects,in view of literature review,a math⁃ematical model of fiscal compensation for PPP projects is constructed,and the effective interval of fiscal compensation is explained econom⁃ically.The result shows that the effective interval of the fiscal compensation is the interval in which both government and private sector can obtain the lowest expected return.
