基于文本分析的大学国际化战略实施效果研究

Study on the Implementation Effect of University Internationalization Strategy Based on Text Analysis

对30所教育部直属大学的"十三五"国际化战略文本进行词频分析,发现体现国际化工作顶层设计的"管理"、代表大学深度参与全球科技治理导向的"科研"以及体现"留学生"招生管理工作等词条出现频次较高;对高频词共现分析结果显示,各项国际化工作联系密切,其中引才引智、课程建设、国际关系拓展、文化软实力提升等是"十三五"期间大学国际化工作的核心和基础;对高频词与大学"十三五"初期和末期QS及THE排名变化的多元回归分析结果显示,对"教师"国际化工作的重视会引起QS排名的提升,对国际化顶层设计和整体布局即"管理"的重视会引起THE排名的提升。"十四五"期间,高校国际化发展应该依据国家战略需求,以人文交流为基础,科研合作为核心,引才引智为抓手,建立健全中国特色世界水平的评价体系。

Based on the word frequency analysis of the"Thirteenth Five-Year Plan"international development plan texts of 30 universities directly under the Ministry of Education,it is found that some terms appear frequently,such as"management"for top-level international design,"scientific research"for university involvement in orientation of global science and technology governance,and"international students"for international students admission management;The results of high-frequency-word co-occurrence analysis indicate that various internationalization tasks are closely related,among which"intelligence introduction","curriculum construction","international relations expansion"and"culture soft power enhancement"are the core and basis.The results of multiple regression analysis of high-frequency words and university’s QS and THE rankings changes at the early and final stages of the"Thirteenth Five-Year Plan"show that the emphasis on internationalization of"faculty"will lead to the improvement of QS rankings,and the emphasis on top-level international design and overall layout,which is the emphasis on"management",will lead to the improvement of THE rankings.During the 14 th Five-Year Plan period,the internationalization development of colleges and universities should be based on the national strategic needs,based on people-to-people exchanges,centered on scientific research cooperation,and focusing on attracting experts and talents,so as to establish and improve the evaluation system with Chinese characteristics to the world level .
